control panel > Mouse > Change how the mouse pointer looks > from “Scheme” Pulldown Menu select “Windows Inverted (extra large) (system scheme)” > Apply and OK.

You can play with the options at “Scheme” Pulldown Menu and see different pointers.

It only changes the cursor color at the command line. It has nothing to do with the color of the mouse.
